I've seen people do that at all you can eat buffets in restaurants too.
I had a friend who used to be so embarrassed when he took his mom out to eat because she kept little ziplock bags in her purse so she could pour all the sugar or artificial sweetener packs from the table into them. If there were creamers, butter or jellies she took them too. It's not like they were poor, they were pretty well off.
Another guy I knew ran day trip bus tours to Atlantic City from Chinatown in Manhattan. Each tourist was entitled to an all you can eat buffet lunch after playing in the casinos. He told me he caught them piling food and desserts into Tupperware containers then stashing them in their tote bags.
I can see how one might make a doggie bag out of what is left on your plate as it will only be tossed in the garbage anyway, but greedily piling more than you know you can eat on your plate with the intention of making more meals later or swiping treats for later on the way out is overdoing it IMHO.
