Seems weird to me. Giving a big bear hug to your son, fine. But, wrapping your legs around him, seems a bit weird. And I am sure he was highly embarrassed. Or he just told them, hey my mom is Extra.

Why do it? Sure the mom is excited about his win, but a hug would have done.
I think some older women act out in that way, to try and keep young (at least in their minds). Maybe in order to fit in as friends (of sorts) with their adult children.
Other than that I have not a clue! It must have embarrassed him no end I expect.
